Honestly I don't think quality can be entirely objectively measured when it comes to something as subjective as entertainment. In the case of those two I personally would say ARMS lacks content and Ring Fit while fine for what it is quite basic in terms of gameplay design.

Well, if it's a subjective matter, then I guess there's no sense in debating it.
