The downsides are you have a second wave like the spanish flu and you deal with this all over again but worse. It seems like a huge gamble. Perhaps both would be the strongest messures but... the economy. 

But if it's like Spanish Flu, we'll be immune to the deadlier second wave and if it isn't like SF, it just means we copy everyone else next time or repeat Operation Granny Lockdown.
