Every state that Biden has won has finished counting or is at 98-99% reported.

Over half the states that Sanders has won are still counting:
Washington - 67%
California - 94%
Colorado - 89%
Utah - 78%

California is a big one even with 94% reporting because LA County (the largest county in the US with 10.5 million people) is just 58% reported. All other CA counties are 100%.

I dont want to go into conspiracy theory territory but I have also been wondering why it's only Bernie states that have this issue.

I can't speak for Utah, but:

California, Colorado and Washington have mail voting, which can be sent even the voting day, making the vote counting process extremely slow. California itself is known for taking at least a month, like the midterms. (https://www.ncsl.org/research/elections-and-campaigns/all-mail-elections.aspx)

Plus, the slower voting favors Sanders. Biden is already leading in Washington and is forecasted to win, and the gap has been narrowing in Biden's favor in California.
