Well, I guess in that case Sega Master System, Genesis, DreamCast, NES, SNES, N64, GameCube, Wii U, PS3, Xbox and Xbox 360 weren't traditional consoles either.

No, not all consoles sell 100m units but building an install base is something that all platform holders have traditionally been aiming for. Price and exclusives is how almost every console in history has tried to do that. However, we've never had a new console launch with the company behind it saying "We don't need to sell you this to reach our business goals" and make all their exclusives cross-gen. For better or worse, MS is running with a completely different strategy next gen.
