They didn't lock content out of the game unless you bought them.  Yeah, video game promotions with food are about as old the medium itself. Find a bunch of it on Atari. TMNT arcade NES came with a Pizza Hut coupon.  MTN Dew Promoted Halo 3. This is about MTX tho.

Those two promotions happened before games had DLC and MTX.  My guess is that Pac Man cereal was the first food and video game cross promotion.
