It's most definitely used as an insult.
It's majority of the context I've seen are from people who were lower on the social ladder and try to get revenge feeling superior about knowing about subjects/jokes etc that other people don't.
There's only 2 races: White and 'Political Agenda'
2 Genders: Male and 'Political Agenda'
2 Hairstyles for female characters: Long and 'Political Agenda'
2 Sexualities: Straight and 'Political Agenda'
