Good yes, but I can't put it in my top 5.
Best of the 90's for me would be something like this:

2] Castlevania: SotN
3] Streets of Rage 2
4] R4: Ridge Racer Type 4
5] Ninja Gaiden II: The Dark Sword of Chaos
