I can confirm that the years 2006, 2007, 2008 and 2009 saw no sweep. I am doubtful that the PS2 got multiple sweeps because the GBA was selling a lot of units in a short timespan in the USA, around 35m from 2001 to 2006. So it's likely that the GBA won a month every now and then, because while the PS2 had higher lifetime sales than the GBA, its sales were spread across a bigger number of good years.
