They could have done both. Pleased the fans and gone in New directions. All we can do is enjoy the product they give us as best we can. TLJ was probably the most important film in the trilogy. It should have been the "meat" of the story. Where the characters developed and the true stakes were raised. Unfortunately, in my opinion, that movie felt like it ended right where it began--with the rebellion running for their lives. 

I don't blame that movie, though. I blame the studio for making a trilogy that (in many of our unprofessional opinions) just seemed to have absolutely no direction or need to exist. It was just "More Star Wars". TLJ may have taken risks... maybe. Or it was just a copy/paste of Empire only not done as well. In any case, if RoS had to wrap up a story, the writers were written into a corner.

They needed to create a new main villain, explain Rey's past, defeat Kylo and the First Order, etc. There were only so many places that the story could go.
