Bush might have been lying (strike that, he definitely did), but telling a lie is not breaking any laws. A sketchy phone call normally isn't either... however, if you use your your might to strongarm another country into investigating something for personal gain by withholding funds already allocated to them if they don't comply most definitely is.

The problem lies in the legal definition: What Bush did was highly amoral, but sadly not illegal at all. What Trump is doing is not just amoral, but also illegal, and thus impeachable. Bush couldn't be impeached because he was legally in the right - they simply didn't have a case here. In fact, even less than the republicans had against Bill Clinton from a legal standpoint, and that one was already very sketchy at best right from the start.
