Are you sure that Ubisoft will publish it? Because in Europe SE publishes its games and Ubisoft distributes them. And its SE that decides which of their games they will bring to PAL territories, not Ubisoft. Besides, the article talks about a distribution agreement, not a publishing agreement. This sort of agreement is taking place in Europe for years, btw.
