The actual number isn't a massive deal to me, the actual pokemon missing are. You'd think the starters would have at least been saved from the cut. No bulbasaur? Squirtle? Cyndaquil? Totodile? Yes, as I said cut from Ruby & Sapphire (initially), it was 2 years until FR/LG.
They were accessible later but just like now people played through Hoenn without quite a number of Pokemon. It's even less of an issue now as additional content can be easily added... also I like Chandelure.
