It sounds more than just supporting an old console. MS downplayed the need to buy the Scarlett. No where in that interview did Phil say current XOne owners didn't have to upgrade right away. Sony would never state they don't want current PS4 owners to upgrade to PS5. If they did, Nintendo and Xbox fans would be having a field day. Just look at how Sony have handled "ten year plans" in conjunction with a new console launch in terms of PR. If MS is implying a "ten year plan," they could have phrased it a lot better.
Yes, cross generation games are a thing, but there aren't many of them past the first year. How many XBO/PS4 exclusives happened to be cross developed with the PS360 in mind? Titanfall and LBP3 are the only two that come to mind. Streaming Scarlett games on the XBO just devalues owning a Scarlett. Good for the consumer, sure, but many more also want a true next generation experience. I wouldn't want PS4 holding back games development for the PS5.
