This week last year the PS4 sold 91k in EU. These aren't unusual numbers.
August 11th 2018 EU was 44.92% of global total for the week
This year EU is 46.5% of global total for the week. There is no clear issue here.
If EU numbers have been too high for a long time, that just means RoW numbers have been too low.
