I have had zero issues with any games not being 1080p.  Are you talking about consistent frame rates instead?  To me PS4 is shaping up to be on level of PS2 in terms of best of all Playstations.

Your question makes it sound as, since you don't notice the games are sub 1080p on PS4, then they must be 1080p.  They're not.  A lot of the games are not 1080p. And the framerates are bad and are 30 fps and below too.  I provided a small, list of games which are not 1080p on a base PS4.  PS3 doesn't charge you extra to play games online, while you are on PS4.  It's nonsensical.  Spider-Man felt so much like the Batman games, I couldn't enjoy it for much longer than 30 minutes.  A lot of the games, just feel like the same thing, with the setting and characters swapped out.  It's not even fun.  I can go on and on, about how much of a disappointment the PS4 has been.  My PS4 is about as useless as my PS1. And my Pro has been sitting in the box for 2 months.

Although I own them both on PC, for free, I hated Call of Duty: Black ops 4, and Destiny 2, and same goes to just about every other first person shooter.  Overwatch is my most played game this generation, by far, but again, it's on PC.  I can't do shooters on a controller, that just not happening.  But, overall, I don't like FPS games, they all feel the same.  Just like mostly everything else.

I bring up shooters, because Bioshock Infinite is the first and only FPS game I owned on PS3.  Loved it.  I own it on PC now and haven't touched it, but I'm so glad I avoided the CoD phase people were going through a while back.  I personally own about 270 games or so on my PS3.  About 60 of them are disc based retail games with the others being PS1, PS2, or Minis, and if not one of those, download-only games from the store.

My collection is vast, and games felt different. Catherine, Beyond: Two Souls, Last of Us, Tekken Tag Tournament 2, Fight Night: Champion, Marvel Vs. Capcom 2.  All games I enjoyed and spent time with, and they were all different.

Tekken 7 has button lag on PS4, and is sub-1080p, however is 1080p on the pro.  But, there's still massive button lag.

Beyond: Two Souls.  on PS3 first.  Literally the exact same game.

Last of Us.  Again, same game, and what made it worse, it was a pack-in with my original PS4 model.

Spider-Man.  Feels just like Batman Arkham Knight.  I like Marvel way more than DC, but if I'm playing a game like that, I'm going back to Batman.

Tomb Raider.  Same exact game from last gen.

The two stand out games that I liked on PS4 was Detroit: Become Human, and God of War.  Everything else was a game I wouldn't miss if I didn't own a PS4, or a game inferior to the PC version.
