definitely not, even Nintendo dropped BOTW on the wiiu and there was only about 15m of those things sold, If MS skipped the X1 with Halo 6 then that would be 43million of the hardcore MS Xbox fans that would feel somewhat let down by the move.
There really is no reason not to put some form of a port of the game onto the X1 family of systems, especially with how many titles now use things like dynamic resolutions or checkerboarding so it should allow the game run easily on the X1X at the very least, hardware wise a 6TF machine should be fine running anything from next gen with a few cutbacks.
