I'm not sure I understand the question and what your description is pointing towards. 

But no game can "use the max power" for PC because new more powerful parts come out on a regular basis. Even when a game is "more optimized" for consoles the PC version will always run better. The point of PC gaming is to game the way you want. You want more "power" for your PC to have more options then go for it. If you don't want more power then you don't need to upgrade. The point of PC gaming is it gives you, the consumer more freedom than a console, and you don't need to be held back from the low spec consoles to play your games at higher graphical settings, higher resolution, and higher frame rates. This is why a lot of gamers will say the PC is the way to go even if they don't game on it.
