Your Pro can't submit 4K because the PSVR screen is not 4K. It's 1080p for each eye iirc (Don't quote me on this). Saying power doesn't matter is not entirely right I guess, but even if Switch were more powerful then Xbox One X and its screen was still 720p, the power wouldn't matter at all, because of the screen resolution.
