I have noticed it before, I didn't have a term for it before I heard about it on Digital Foundry though. Some games that I noticed it in immediately were FFXV, the Spyro remakes and Kingdom Hearts 3. I can get used to it of course but if a game has to be at 30fps, I'd really prefer it to be the best 30fps possible.
