Bowser isn't the only one that can do that. Charizard can do it without even having to take a step on certain characters. Yoshi can regrab certain characters infinitely against a wall and a few with a dash grab. Marth, Sonic, and Lucas can do it to Ness and Lucas without moving (Think a few more can do it too but atm I can't remember). Wario can have it done to him by characters that hold him above the ground after a dash grab but only with hits, not regrabs.
Grab mechanics in Brawl appear to be its broken aspect. More stuff like this will come up as time goes on as well. People will always be digging to find an advantage for their characters.
