What's the point. The ps4 Pro sold big numbers despite being weaker then the X. It's just a waste of power that most devs won't take advantage of because they need to facilitate the lowest common denominator. 

Is Xbox always on your brain? What he obviously meant was base console vs premium console (PS4 vs PS4 Pro).

There arguably should be a base and premium console at launch that primarily just offers more GPU power. Why? Because resolution isn't crucial for most but some want a console that really takes full advantage of a 4K TV. A $399 console won't do that with 9th gen graphics given the X1X already struggles, but a $599 console should be able to handle 4K/60 fps in AAA games relatively often.
