No, the potential customers would need other hardware for that.
A better equivalent is: KH3 (or any other console game) was announced as retail version and could be pre-ordered for a while. Then two weeks before launch they ditch the retail version and make it digital only. And yes, that would piss many people off who are downplaying the Metro situation.
