I didn't pick an option but I think it's mainly that Nintendo are pushing them to put out a new Pokemon game for Switch too quickly after Let's Go and it's likely pushing them to their limits. I remember reading in an interview, I think was at Eurogamer that their entire development team is on one floor of a building. They do use Creatures for massive amount of development and Nintendo.
Maybe they need to expand their team but maybe not. Back in this interview before Ultra Sun and Moon came out they said htey have two main teams. One working on Ultra Sun and Moon and another on a game that they weren't talking bout and obviously was the Let's Go games. So they probably have the two dev teams working on Town and the new Pokemon for Switch. So they should be able to do this but I guess we'll wait and see if delays happen.
