No, if you compare the other systems, Switch is selling much more in Japan in % numbers than the other consoles and its because Japan prefer mobile. Also you are showing that 3DS sales are not very far from Switch, That shows that people that bought 3DS are now buying switch. 

Who cares about the others, we are talking about Nintendo. Microsoft never had and never will have a presence in Japan and if it was as cut and dry as handheld vs console than PS4 wouldnt be matching PS3 while Vita is only 1/3 of PSP.

In the first two years Japan made up ~36% of 3DS sales.

In the first two years Japan made up ~23% of Switch sales.
