If Crackdown 3 doesn't deliver story telling at par with Uncharted 4 or Last of Us, I'm not sure why it exist.
If its buggy I think the blame would be on Sumo Digital, but from my experience their games are generally pretty well polished. As I said earlier several studios worked on different aspects of this game and it seems they left as their work was completed. Sumo is the lead developer so I imagine they were in charge of ultimately putting the game together, fixing bugs, etc. I hope final delay included ironing out bugs, I think even MS realizes they need to do better when launching games.
