That doesnt really have anything to do with a development point of view though.
Prime 4 & Bayo 3 were announced in 2017 (June & Dec) by holiday 2019 that will be 2-2.5 years after reveal and we dont know exactly when development started but it could feasibly be more like 2.5-3 years.
I agree that from a business point of view that is too loaded of a lineup and pushing some of those titles to 2020 is going to happen but nothing you said points against it being possible from a development standpoint.
When the herd loses its way, the shepard must kill the bull that leads them astray.
