If the DLC licenses is the issue I imagine they would simply stop selling DLC. I think MS just needs to make better deal. Maybe they didn't anticipate people would want to play Forza Horizon games years after they released.

However, maybe they could eventually remake/remaster delisted FH games. For example I like the world of FH1 but its too linear. If they recreated the map, made it more open and put in the destruction of FH4, it would be a better game. The series has improved significantly since the original.

Since no Forza game will be released this year I'm thinking its very likely that both Forza Motorsports 7 and Forza Horizon 4 will have longer digital live spans then the usual four years of previous Forza games.  I think they should revisit Colorado in the next Horizon game that would be better then re releasing a remastered version of the first game.
