Simply adding Fez to BC requires no work from the developer, just approval.

The remasters still seem pretty rough on a X1X from what I've seen. More importantly, adding the original 360 games to BC should be a better experience for base console users. There is also the potential of 4K via the X1X. Simply doing that what give Xbox One X the definitive console experience.

The did give away the X1 version of Forza Horizon 2 in August they also had all the DLC on sale before it got de listed so I bought the second Fast and the Furious car pack which was the only one I didn't buy since those cars launched with FM6.  The 360 version of Forza Horizon 2 has less radio stations and never got any DLC cars that is why its probably still available digitally.  DLC car licenses is usually why Forza games get de listed.

If the DLC licenses is the issue I imagine they would simply stop selling DLC. I think MS just needs to make better deal. Maybe they didn't anticipate people would want to play Forza Horizon games years after they released.

However, maybe they could eventually remake/remaster delisted FH games. For example I like the world of FH1 but its too linear. If they recreated the map, made it more open and put in the destruction of FH4, it would be a better game. The series has improved significantly since the original.
