Pikachu's can be male or female. The main mascot is male, as is the SSBB version. Though he's voiced by a girl.
Females look slightly different. The difference is the female's tail does a kind of two point look while the males is square looking.
Its all kind of ambiguous really....
Doesn't stop that picture from being disturbing though...
