as we are now in the 21st Century, the decades start as 2010, 2020, 2030, 2040, 2050, 2060, 2070, 2080, 2090 and the 22nd Century will start as 2100

  

Hmm.  I guess those are answers from different people.  Anyway, since a decade is ten years, and since there was no year zero, I hold that decades start at year XXX1.
