You program a demanding game well enough, you can make it fit on weaker hardware: see Doom 2016. RDR2 most likely began development with X1/PS4 in mind so Reggie isn't ignoring any elephant.

Comparing Doom 2016 to RDR2 is not very relevant, since RDR2 is much more demanding game (also 60 fps vs 30 fps). Doom's engine is also one of the most well optimized engines.

So make RDR2 less demanding then.
