Next gen I do believe that consoles will have 2 versions, a Disc Drive version with a 1-2TB and a digital only with a 2-4TB with similar costs.
Problem is pricing. Fallout 76 on PSN £60, Fallout 76 from shops or online stores as physical £45. PSN and Xbox Live need competitive pricing but won't ever happen as long as they control the only way to buy the game on digital. There aren't enough 'codes' available in high street stores, as I presume Sony and the developer get less of a cut.
