Well yeah financially I'd say Microsoft lost millions from xbox in Japan this gen but in terms of brand they probably weighed up the options and decided the bad PR from officially pulling out would do more damage to their WW brand then it's worth.
Next gen they'll be scaled right back in Japan so even if it flops again they won't suffer the same loses as this gen. It's just shocking after the massive Japanese investment they made during the 360 gen.
