The question would be why would the Dems not repeal what Trump tries to pass.  Its not like during his first 2 years that he really tried to reach out to the Dems.  He has accused them of everything.  He had it pretty easy with a GOP control of house and senate.  Now he will have to do what every other president has to do when control is split.  Just like Obama, he will find out its easy to talk a good game but much harder to do anything if you have split or no control in Congress.

Trump can't pass anything on his own except an executive order.  All legislation begins in Congress, and only after having passed through the Senate and the House does it make its way to Trump's desk for his signature or veto.

The president works with both house and senate leaders to help push his agenda for the country.  If the president want anything to happen he needs to reach both Dems and GOP or nothing will get done.  Do you think the president just wait for stuff to hit his desk.
