The question would be why would the Dems not repeal what Trump tries to pass. Its not like during his first 2 years that he really tried to reach out to the Dems. He has accused them of everything. He had it pretty easy with a GOP control of house and senate. Now he will have to do what every other president has to do when control is split. Just like Obama, he will find out its easy to talk a good game but much harder to do anything if you have split or no control in Congress.
Lets see if he even tries to reach across the table and work with Dems or will he just use them as an excuse and do nothing.
