I believe she is dropping a colored ribbon....
But when I was in journalism in high school my teacher always told us to watch out for objects in the background or foreground that may alter the subject of the photograph. The example he presented was to be careful there isn't a pole behind someone's head in a shot....since photographs are in 2d and a pole a 100 feet away could look like it was growing right out of their head.
This is just one of those scenarios...only it's not a pole...and it isn't growing out of her head.
