What I mean is, it was released dec 2016 in Japan and it's coming winter 2018 for Europe and feb 2019 for the US.
They take way too long to localize the games. 

They havnt used all that time trying to localize it.
It was probably never supposed to get localised, but someone decided since they re doing a 4th one for the western markets, porting the 3rd would be a good idea.
I wouldnt be surprised if they only just started translateing it like a months ago.
