I am going to go out on a limb and say that it isn't fair to criticize people who wants Pokemon to turn into Action RPGs because there's 802 Pokemon. I've never heard someone propose the idea for an ARPG Pokemon game and say in the same breath "I want EVERY Pokemon to be playable!" That's ludicrous and not a position that anyone is really arguing (You could say the same for turn-based Pokemon anyways, wanting every Pokemon in the game without using codes or trading or bringing over past saves has always been a fantasy of people).
What I do find really intriguing about your comment is how people would want the game to be an Action RPG. I always assumed it would work like taking control of your Pokemon, but surely some Pokemon would be very awkward to control. And in this thread alone, we've already seen someone who wants it in the style of Xenoblade, which is an interesting idea.
