I would say the reason is that there is no enhanced version of FF VIII on PS4 (there is for FFVII, IX, X/X-2) and because of the lack of enhanced version there isn't even the classic one available. So perhaps they will launch later an enhanced version for both. May be due to some license that they haven't made the version yet.
