In cases like this, you need to let the reviews do the talking. SoD2 was vastly criticised for its bugs. SoTs you are referring to a very old build of a game. Majority of games never look as good as there 1st trailers.
Anyone expecting a game to look as good as the trailers are living on high hopes.
Also SoD2 never had any huge downgrades, in fact i cannot find anything major.
Keep in mind that both games are released on PC so some examples can be watching someone play on Ultra and someone play on Medium settings.
They all do it, especially Sony. Both audiences on each side also complain about the others. Theres no single side to righteous.
