Sales were simply more split up between home consoles in gen 7 compared to gen 6.
PS2 (23.18)+GC (4.04)+XB (0.53)=~27.75 million
PS3 (10.47)+Wii (12.77)+360 (1.66)=~24.90 million
There was not a massive decline from gen 6 to gen 7 in Japan.
