From what I can tell it is just Netflix. You get access to what they offer at the time. No downloading, no keeping them. If a game rotates out - you lose access.  So basically worse than PS plus(where you keep it as long a you pay for the service) and way worth than XB1's Xbox 360 version(where if it is an xbox 360 game you keep it even if you stop paying).

Does that mean you'll need internet access to play these games?  Cant even download it like how Netflix lets you download movies/episodes?

If I always need to connect to the internet then this sounds less appealing to me now and will probably pass.
