Except now those civilians will fight back with everything at their disposal - just like the passengers on United 93 did.  Prior to 9/11 the conventional wisdom held that passengers and crew should cooperate with the hijackers - and they would end up alive when the hijacking ended.  9/11 changed the game - no longer will any passengers and crew trust the hijackers to let them go alive.  From that point on - all hijacked passengers/crew must assume the worst case that the hijackers are on a suicide mission.  No more cooperating with those assholes.

Don't see how that's relevant to a millitairy budget though. Besides if some group really wants to commit a terrorist attack, you will not stop all of their attacks even if you put all your recources into it. Hell perhaps terrorists will board the entire plane next time, I doubt terrorists are going to fight themselves and the crew can't outfight an entire plane of terrorists. Same goes with mass shooting you simply can not stop it at best you can limit it to a minimum, by making it very difficult, but that's more a rules/policy issue than an issue you can simply throw money at.
