$4K in the bank does not mean $4K in disposable income. that means you have $4000 overall, which is not a lot of money at all. 

It actually is.  There are a lot of people that have less then $1K in the bank.  Also the average bank account balance in the USA 2011 was $5,923 so $4K is actually pretty close to that number.
