The game was terrible because they made a terrible product, so it is their blame. And the article says that "What we’ve put out so far has been successful”, and that includes that awful game, so why not make a good game this time and see if it performs better?

Zelnick used a typical PR statement, and we should take it with for what it is and don't take wrong conclusions (and false hopes) from that.

Thats a point, like you wrote, they made terrible product and they had quite critics because of that game, so its understable if they didn't want to risk with new game also if they are not sure they can make good product this time again.

They could also have PR statement that "our games were not successful on Switch and we dont want to support platform any more", like devs acutly did saying for Wii U, but they didnt. Is someone says "are games are successful and we will have more more products in future" and than people actualy expecting more games, we dont talking about wrong conclusions and false hopes.

The conclusions and false hopes are start talking about games like GTA (mentioned in most of the posts in the thread) just for Zelnick's PR statement.

And as I said, WWE 2K18 was bad because they made a bad game. If a bad game sold well, why wouldn't they invest more to make an actually good game that will sell more? After all, they know that there's a market for that kind of game, and yet they've decided that it's not worth it. Maybe you find it ok, but I find it suspicious.

Lastly, maybe they didn't use that kind of PR statement with Wii U, but that console failed miserably. But we had those kind of statements during the Wii era, and they came with games to back them up. Because of that, I would take his words with a pinch of salt.
