Most certainly!
The Tegra X2 can offer a fairly significant increase in power savings at the same performance level as Tegra X1, which means a chunk of the battery size could be shaved off to reduce the overall systems size for a Switch Mini.
Or... Nintendo could take it in the opposite direction and offer a significant increase in performance for the same power draw. I.E. Switch Pro/XL.

Modern displays tend to be significantly higher resolution/higher pixel density and more power efficient than the Switch's display, Nintendo "cheaped out" on the Switch's display sadly.
But that also means there is a potentially larger room for improvement in an iterative console release... And that is something I look forward to potentially seeing.
