Looking at the major 10 million plus sellers on 3DS, I think Animal Crossing is a safe-bet next year. Nintendo tended to launch one or two games a year that would either sell more than 10 million or get close to that mark:

2011: 2 – Mario Kart 7 17.04 million, Super Mario 3D Land 11.96 million
2012: 1 – New Super Mario Bros 2 12.61 million
2013: 2 – Animal Crossing: New Leaf 11.69 million*, Pokemon X&Y 16.29 million
2014: 1 – Pokemon OR/AS 14.06 million [Super Smash Bros 4 – 9.2 million]
2015: 0
2016: 1 – Pokemon Sun/Moon 16.1 million
2017: 0 [Pokemon US/UM 7.5 million]
*(2012 in Japan)

2011, 2012, 2013, 2014 all had one or two major hits which landed in the 9 million or more range. 2015 didn't have any, but 2016 had Sun/Moon and 2017 had the Ultra versions, which I suspect Nintendo hoped would sell somewhere around 10 million. Looking at Switch, here's how the probable 10 million sellers club is shaping up so far:
2017: 3 - Super Mario Odyssey 10.41 million, Mario Kart 8 DX 9.2 million, Zelda: BotW 8.48 million [9.98 m with Wii U version]
2018: 2 - Pokemon Let's Go E/P [10-20 million], Super Smash Bros Ultimate [10-15 million]
2019: 2 - Pokemon Gen 8 [15-20 million], [Animal Crossing Switch - 10-12 million]
