Considering some recent statements made Reggie and Nintendo of France, I don't actually think this was the case. I think they really are betting big on Smash and Pokemon in November and December. 

Reggie's job is to spin PR, basically nothing more. 

They wouldn't have shipped such large amounts to retailers if they weren't expecting fairly solid sales, it's not worth pissing off your retail partners by having them have to stock large boxes of unsold inventory for months for something to "catch on".
