Why is 100 million so unattainable?

Last fiscal year was 15.05m hardware and 63.51m spftware for a tie ratio of ~4.2.

Do digital games count for their software goals? I would assume they do, and if that's the case, there is probably a large skew between people who buy digital games and those who don't. I own five or six physical games, but probably 15 to 20 digital games on my Switch. Software units sold was a lot more consistent of a number a few gens ago, but now there are games selling for just a couple bucks at their full price, and I assume those game sales count towards the 100 million.
