Tuning has NOTHING to do with physics. Arcade and simulation depends upon the physics. Horizon doesn't have the physics. I've played 1 and 3, so I know what I'm saying.

The physics might be arcady but the overall game isn't a pure arcade racer.  It has tons of sim elements besides the tuning and upgrading like the races being held by classes and car types.
